Not sure what I did wrong before, but I went back to the original settings and then edited again as in the instructions above.  I connected via Remote Desktop, logged in, and set the window to maximize, and now I see the whole window with the drop-down bar for pin/min/max/close. However, I still have some scrolling, and need to scroll down to see Start and the Task Bar, and then scroll up to see the top of whatever program I open.  I continue to try tweaking the figures.
